This document outlines the rules for a pilot program in Senegal for results-based financing for climate change mitigation. This pilot is based on the Standardized Crediting Framework (SCF) for energy access1 , which is a streamlined approach that combines many of the reforms previously proposed for the Clean Development Mechanism (CDM) under the Kyoto Protocol. While the SCF Pilot cannot guarantee that the activities undertaken will be eligible for crediting under the Paris Agreement, the results of the pilot will inform not only future climate change mitigation cooperation between Senegal and other countries, but also the development of rules of the new carbon market mechanisms.
