This document outlines the rules for a pilot program in Rwanda for results-based financing for climate change mitigation. This pilot is based on the Standardized Crediting Framework (SCF) for energy access and its results will inform not only future climate change mitigation cooperation between Rwanda and other countries but also the development of rules of the new carbon market mechanisms.
